Electricity Market Deregulation and Competition in Victoria

Australia's electricity market has been undergoing a gradual process of deregulation which began in the late 1990s. The first stage of deregulation was the establishing of a national grid {{citymarketintro4}} in one state to be sold in another state.

Another stage, which occurred sooner in some states than others, was the breaking up of the state owned electricity monopolies into competing entities, then privatising them. In an attempt to stimulate a greater level of competition the energy market was separated into two types of entities

  • Energy Distributors
The distributors manage the physical delivery of electricity to the customers' premises , and they own and manage the poles and powerlines, and do not deal with customers.
  • Energy Retailers Retailers sell the electricity to the customers and manage the billing. The states have from 1 to 3 distributors but up to thirty retailers.

On 1 July 2008 , the market in Victoria was completely deregulated. This meant that consumers could, for the first time, switch to another provider that had cheaper electricity prices.

Electricity in Victoria is supplied by five distributors

  • Citipower
Citipower distributes electricity throughout Melbourne City and it's inner suburbs.
  • Powercor Australia
Powercor delivers electricity to the western Victoria and western suburbs of Melbourne.
  • Jemena
Jemena distributes electricity in the northern and south-western suburbs of Melbourne.
  • United Energy Distribution
United Energy supplies electricity in the southern suburbs of Melbourne and in the Mornington Peninsula.
  • Ausnet Services
AusNet Services provides electricity to the outer northern & eastern suburbs of Melbourne and to eastern Victoria.

Tips to reduce electricity usage to save money

Here is a list of easily implemented ways to reduce how much you spend on electricity

  • Eliminate draughts. Stop cold air or hot air blowing in or leaving through the gaps under doors and around your windows through the use of door snakes and gap seal tape.
  • Reduce usage of your clothes dryer. Hang clothes to dry outside or alternatively, use an indoor clothing rack.
  • Rather than turn on the heater, wear warmer clothing (booties, beanie, jumper, warm socks).
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Turn off your appliances at the power socket when they're not in use.
  • Close doors of rooms that you aren't using, so you just cool or heat a smaller area.
  • Stop the sun from over-heating rooms by closing the curtains and blinds in rooms that are exposed to the heat of direct sunlight.
  • Reduce the use of lights. Use natural lighting where possible, and replace old lights with more efficient LED lights.
  • Reduce the use of air conditioning by opening your windows during the night to let the house cool down, and then shutting them each morning to keep the hot air out.

FAQ about switching electricity providers

This section contains frequently asked questions and answers about what happens after you have completed the comparison process and you've made the choice to switch electricity providers.

It's okay if you change your mind because your new electricity provider will allow you a ten-day 'cooling-off' period, that means you have ten days during which you can cancel the process and go back to your old energy provider.
No. You won't need to do anything like that. The delivery of actual energy to your premises, via the pipes and wires, is done by an energy distributer (not your energy retailer). This distributor will continue to supply electricity to your premises after you switch over to a different energy retailer. The retailer issues your electricity bills, but they buy energy from the distributor, then resell it to you. You can't purchase electricity directly from your distributor, you must go through an energy retailer. You can be sure that when you switch retailers, your electricity supply will not be interrupted because the connection to the distributor continues to be the same as before.
All the 'paperwork' is processed quite quickly, usually within 24 hours. But the switchover won't go ahead until your old provider has issued you your final bill, and they can't do that until a final meter reading has been taken. So, it depends on how soon your meter is next due to be read. It be up to three months.
We'll sign you up with your new energy provider, and we'll tell your present provider that you're leaving them. The switch in providers will not happen straight away, because your current provider will have to read your meter again, one final time. and then issue you a final bill. Your new provider only begins charging you from the date that the meter is read. the energy distributor who supplies the energy to your home will continue to be the same one as it was before the switch.
No. Our service is free to you. However, we will be paid a commission by your new electricity provider. While our service is provided to you without charge, you may be subject to charges in relation to your current service, including exit fees. You should check this with your current supplier(s).
