Electricity Market Deregulation and Competition in Qld

The Australian electricity market has been undergoing a gradual deregulation process which began in the late 1990s. The first step was the establishing of a national electricity network {{citymarketintro4}} in one state to be delivered to customers in different states.

The next step, which happened earlier in some states, was the dividing up of state owned monopolies into competing entities and then privatising them. In an attempt to produce greater competition the market was divided into two types of entities

  • Energy Distributors
    Distributors look after the delivery of electricity to customers' premises . They own and maintain the powerlines and poles, and don't engage directly with customers.
  • Energy Retailers The retailers do all the interacting with the customer. They sell the electricity and are responsible for billing. Each state has between one and three distributors, and up to 30 retailers.

On 1 July 2016 , the electricity market in South East Queensland was fully deregulated. This meant that, for the first time, customers could change to another provider that had the cheapest electricity prices.

Two distributors supply electricity to Queensland

  • Energex
    Energex supplies electricity to an area covering about 25,000 square kilometres in South East Queensland, which stretches from the NSW border to Gympie in the north. This covers the major population areas of Brisbane, Logan, Ipswich, the Gold and Sunshine Coasts, Redlands and Moreton Bay.
  • Ergon Energy
    Ergon Energy distributes electricity to coastal and rural areas of Queensland as well as the remote communities of outback Queensland and the Torres Strait.

Tips to reduce your electricity consumption to save on your bills

Here is a list of easy to implement ways for reducing your expenditure on electricity

  • Put on warmer clothing, instead of turning on the heater (booties, jumper, warm socks, beanie).
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Turn appliances off at the power point when they're not in use.
  • Minimise draughts. Stop hot or cold air entering or escaping through the gaps under doors or around your windows by using door snakes and gap seal tape.
  • Don't use your clothes dryer as often. Instead, hang the clothes to dry outside or alternatively, use an indoor clothing rack.
  • Prevent the hot sun over-heating your house by closing blinds and curtains in the rooms that are exposed to the heat of direct sunlight.
  • Minimise air conditioning use by opening windows at night to let the cooler air in, then closing them each morning thus keeping the hot air out.
  • Use less lighting through the use of as much natural light as possible and replace older lighting with LED lights.
  • Close doors of rooms that aren't in use, so that you only heat or cool a smaller area.

Here are some questions and answers about what happens once you have completed the comparison process and you have made the decision that want to switch electricity providers.

If you change your mind that's okay because your new electricity provider provides you ten days of 'cooling-off' period, which means that you have ten days to change your mind and stay with your old energy provider.
No. The actual delivery of energy to your house, via the pipes and wires, is done by your energy distributer (not by your energy retailer). The distributor will continue to supply the electricity to your premises even after you change over to another energy retailer. It is the retailer that issues your electricity bills, but they buy the energy at wholesale prices from the distributor and resell it to you. You can't purchase electricity directly from the distributor, you have to buy it from an energy retailer. You can be confident that there won't be any interruption to your electricity supply when you switch retailers, because the connection to the distributor continues to be the same.
The 'paperwork' is all processed quite quickly, usually in under 24 hours. However, the actual switchover will not go ahead until after your present provider has issued you their final bill, and that can't be done until a final meter reading has been taken. So, it depends on how soon your next meter reading is. It could take as long as three months.
Compare and Connect will sign you up with your new energy provider, and we also inform the current provider that you're leaving them. The actual move over to your new provider won't happen immediately, though, because the current provider has to read your meter one final time. and then issue you their final bill. The new provider starts charging you from the date that the meter is read. the distributor that feeds the energy to your house continues to be the same as before the switch.
